The Probation and Mediation Service focuses predominantly on criminal cases where interpersonal relations were disrupted or a victim was physically hurt (crimes of negligence and deliberate crimes). Mediation can only be arranged with offender and victim’s consent. Under the Probation and Mediation Service Act, a probation officer is authorised to collect information on an offender and victim, if it is required for mediation. The Probation and Mediation Service may also begin mediation-related activity upon an incentive from an offender, victim, public prosecutor, court, social and legal protection of children authority, and cooperating persons and institutions.
